OVERVIEW
The Development CAFE (DevCAFE) is currently implementing a regional research project commissioned by the Regional Trade for Development (RT4D) Facility, with Bank Negara Malaysia as the project proponent, to conduct a comparative case study on electronic licensing and authorisation processes among members of the ASEAN–Australia–New Zealand Free Trade Area (AANZFTA). The study maps regulatory frameworks and digital systems used by financial regulators to process electronic licensing applications, including document authentication, verification, and approval procedures. Using a mixed-methods approach combining desk research, stakeholder surveys, and key informant interviews, the project assesses legal, procedural, and technical interoperability barriers affecting cross-border recognition of electronic documents and digital authorisation processes, contributing to regional dialogue on digital trade facilitation and regulatory cooperation.
